Sports Kerala Foundation
The Sports Kerala Foundation, a fully Government Company, was formed by subsuming the staffs of Sports Engineering Wing under the Directorate of Sports & Youth Affairs, vide order G.O.(Ms.) No.6/2021/S&YA dated 26.02.2021& G.O (MS) No. 7/2021/S&YA dated 04.03.2021, and made operational, since 01.10.2021 onwards, to act as an integrated capital asset management company for the establishment, maintenance and facility operations management of sports infrastructure in the state. It was also ordered to entrust the operations and maintenance of the Jimmy George Sports Hub - Thiruvananthapuram, Tennis Academy - Kumarapuram, Shooting Range – Vattiyoorkavu and various Sports Life Fitness Centers under the Directorate of Sports & Youth Affairs to SKF.
The Government of Kerala has declared the Sports Kerala Foundation as the Special Purpose vehicle (SPV) for the implementation of sports infrastructure under KIIFB Funding.
The 1st Board of Sports Kerala Foundation had authorized the Managing Director to fill the existing vacancies and the post of Chief Engineer in the Sports Engineering Wing through deputation or recruitment on contract basis through a transparent selection process, on a need basis. The Board noted that, as per clause ‘e’ of G.O. (Ms.) No.06/2021/SYA dated 26.02.2021, the company is mandated to carry out all works sanctioned by the government and presently done by Sports Engineering Wing, the Directorate of Sports and Youth Affairs accorded its sanction for transfer of those works to the company.

Major Milestones
The Engineering Wing of the National Games Secretariat had completed the works of for the 35th National Games on 2015 for a total amount of Rs. 210 Cr. and had done procurement of equipment over Rs 32.60 Cr.

Sports Kerala Foundation had completed projects for Rs. 81.42 Cr. and has been implementing Sports Infrastructure Projects including KIIFB for over Rs. 1224 Cr. in the last 3 years.
It was ordered to reconstitute the National Games Secretariat Engineering Wing order, vide G.O.(Ms)No.45/16/SYA dated 26.09.2016, to utilise their services for establishing sport facilities envisaged in the budget and to create a Sports Engineering Wing under Sports Directorate to facilitate efficient utilisation of the sports facilities in the state. Sports Engineering Wing (SEW) had created or renovated Sports Infrastructure Projects over Rs. 118 crores during the year 2016-2021.
Sports Kerala Foundation had done procurement and installation of Sports Equipment over Rs.17 Cr. in the last three years. Procurement for over Rs. 6.7 Cr. are now in progress.
Objectives of Sports Kerala Foundation
To act as an integrated capital asset management company for the establishment, maintenance and facility operations management of sports infrastructure in the state.
To act as a nodal implementation agency for the construction and maintenance of sports infrastructure facilities in the state of Kerala
To implement the project of promotion of sports infrastructure across the state, construction of state-of-the-art sports facilities, up-gradation of their existing infrastructure and sports schools through modernization/enhancement of its infrastructure to international standards
To act as an accredited agency for the implementation of Sports for government departments, government agencies, local self governments and public sector undertakings
Operations of Sports stadiums & arenas which includes those built using KIIFB funds and those from state budget under Directorate of Sports & Youth Affairs or otherwise
Generating and maximizing revenues from sports infrastructure facilities in order to ensure that the Government gets a healthy Return on Investment (RoI)
Operation of the High-Performance Training Centre and the Centre of excellence
Hiring and deploying professional staff qualified in the field of sports management engineering for maintenance and operations of these sports arena.
Operations & maintenance of Sports Life Fitness Centre.
To run business in connection with the establishment, maintenance and facility operations management of sports infrastructure in the state

Plan Fund Projects
Various indoor stadiums/turfs/synthetic tracks, construction and renovation of grounds, swimming pools, etc., which have received administrative approval from the state government's plan fund, are being implemented in various phases.
58 projects worth Rs. 1091.29 crore have been sanctioned under the Sports Department under the KIIFB scheme. 14 district stadiums and other regional/regional stadiums are included in this scheme. Out of these, 19 projects have already been completed and 11 projects are in progress through the former SPV, KITCO. The government has ordered the transfer of 32 KIIFB projects worth Rs. 679.12 crore from the former SPV, KITCO, to the Sports Kerala Foundation. Out of these, DPRs for 18 projects have been submitted to KIIFB, out of which 9 projects have received financial approval from KIIFB, tenders have been invited for 8 projects and out of which work has commenced on 4 projects.
